They use their energy to carry water and sell it to make money. If they not carry water, they will not make money.
In contrast, the l guy takes the risk by borrowing money from the bank and constructs water pipe. In short term, he may not make money. However, after water pipe construction completed, he can sell the water without working hard anymore. He can make money even though he does not work because he had built a water pipe system and will bill the villagers periodically. This is passive income. We make money even though we do not work.
